Plot Ratio
Definition
The ratio between the total gross floor area of all buildings on a site and the total area of the site on which they stand, expressed as a decimal number or multiplier. Also known as Floor Space Ratio (FSR) in some jurisdictions, this metric provides a standardized measure of development intensity that accounts for both horizontal and vertical space utilization.
Purpose
Regulate development density, control the intensity of land use in urban areas, manage infrastructure capacity requirements, maintain neighborhood character, and ensure appropriate transition between different urban zones.
Examples of Use
- Development control and planning permission assessment.
- Land value assessment and property market analysis.
- Development feasibility studies and capacity planning.
- Infrastructure demand forecasting and planning.
- Urban density distribution and growth management.

Notes
Plot ratio is a key planning control tool used worldwide, though calculation methods may vary by jurisdiction. Some areas allow plot ratio bonuses for providing public amenities, affordable housing, or meeting sustainability criteria. The metric helps balance development intensity with infrastructure capacity and urban livability goals.
